Overview

The Wyoming CSE Program receives federal tax information (FTI) from the Federal Parent Locator Service (FPLS) which may include information from the Internal Revenue Service (IRS) to locate non-custodial parents and alleged fathers to establish and enforce child support obligations. Each person with access to FTI will ensure all safeguarding and recordkeeping requirements of the IRS are met. Policy

POSSE Screens

The Wyoming CSE Program receives all of its FTI via CyberFusion, and it is stored on POSSE. When a POSSE user initially logs on to POSSE, the IRS requires an initial warning banner that the computer houses FTI.

This system may contain US Government informaiton, which is restrict to authorized users ONLY. Unauthorized access, use, misues, or modification of this computer system or of the data contained herein or in transit to/from this system constitutes a violation of Title 18, United States Code, Section 1030, and may subject the individual to criminal and civil penalties pursuant to Title 26, United States Code, Sections 7213, 7213A (the Taxpayer Browsing Protection Act and 7431. This system and quipment are subject to monitoring to ensure proper performance of applicable security features or procedures. Such monitoring may resulkt in the acquisition, recording and analysis of all data being communicated, reveals possible evident of criminal activity, such evidence may be provided to Law Enforcement Personnel.

ANYONE USING THIS SYSTEM EXPRESSLY CONSENT TO SUCH MONITORING

The POSSE screens containing FTI are:

  • Person - Address List,

  • Person - Address Maintenance,

  • Person – Asset Maintenance,

  • Person – Employment Maintenance,

  • Person – Transactions for a Person by Effective Date,

  • FCR - Additional Address Information List,

  • Case Transactions by Effective Date,

  • Lien Maintenance,

  • Certified Arrears Maintenance,

  • Payment Maintenance, and

  • Lien Maintenance.

These POSSE screens have the IRS warning at the bottom of each POSSE screen.

WARNING: Non-official use or disclosure of the information contained in this screen is illegal. Disciplinary action will be taken for unauthorized inspection or use of this information.

NOTE: Information received from the IRS and other sources will be independently verified.

The following POSSE screens may also contain FTI; however, the IRS warning is not at the bottom of the screens:

  • Person Alias List,

  • Person Maintenance, and

  • FCR Screens – All FCR screens, except the Additional Address Information List.

While these screens may not have the IRS warning on them, the FTI information will still be protected.

POSSE Screen Prints

POSSE screens with FTI should not be screen printed. At the beginning of each state fiscal year (SFY), the District CSE Office Manager, Clerk of District Court, and SDU Manager will complete and sign the Certification of a Non-Printing Office. The completed form will be mailed to the State CSE Office.

If the District CSE Office, Clerk of District Court’s Office, or SDU receives permission from the State CSE Office to print POSSE screens, the FTI on those printed screens will be protected. At a minimum, the FTI will be safeguarded as follows:

  • Logged into the Destruction of Screen Print Form (Appendix 3.I).

  • Secured and protected while in use by not leaving it unattended.

  • Locked in a secure cabinet when not in use.

  • Destroyed by shredding the document. For more information, see IRS – Shred (3.2.5).

At the beginning of each SFY, the District CSE Manager, Clerk of District Court, or SDU Manager in an office printing POSSE screens will submit the completed Destruction of Screen Print Form to the State CSE Office for the previous state fiscal year.
